Maintain LOB Order set in Template when Lines are added to the "sections in this area will repeat for every policy": order

Prior to moving all LOB sections to the 'repeat for every policy' the LOB's came through in order set in template. Need same to apply when LOB's repeat for every policy.

    The lines of business need to appear in order as set in our original templates vs. by the policy order set at "Start a document for". For example, we may have a Package that includes D&O and Cyber coverage. We then may have several separate policies that provide Excess D&O and separate policies providing Excess Cyber. We'd want our proposal as per template to list D&O followed by Excess D&O then Cyber followed by Excess Cyber.
