Order Set in Template Not Applying

Before there was the ability to rearrange lines of business manually at the first step of creation, templates were used to maintain a specific order. When using the templates we have set up, the order no longer is maintained. Now users have to manually move to the order they want and they did not have to do that prior which takes more time. If a template is used, please push that order automatically, and still allow the user to move around, if necessary.
